THE PAST, PRESENT AND FUTURE HOLD FOR THE INFANTA CREDIT AND DEVELOPMENT COOPERATIVE (ICDeC)

The history of the Infanta Credit and Development Cooperative (ICDeC) started after Vatican Council II. Bishop Julio Xavier Labayen, OCD, DD – Bishop of the Prelature of Infanta – invited Fr. Ernesto Mondonedo, S.J. in Infanta to help conduct a study on the besetting problems of the town of Infanta.

After a long study, Community Development Foundation, Inc. (CDF, Inc.) was founded which served as the bridge for outside/foreign assistance with the Infanta Community Development Administration, Incorporated (ICDAI) as its programs and services implementing arm.

With the growing community awareness of the people of Infanta, bayanihan projects were launched in the area. The first project was the rehabilitation of Agos River Irrigation System. New variety of play seeds like IR8, C4 and other high yielding varieties were introduced and planted, in coordination with the Bureau of Agricultural Extension headed by Mr. Cenon Atendido and Pablo Meraña. Farmers were also trained on a two-way palay planting method.

The second project was the introduction and establishment of cooperative organizations such as the Infanta Cooperative Credit Union, Incorporated (ICCUI), the Infanta Consumers Cooperative and the Infanta Livestock and Poultry Producers Cooperative Marketing Association (ILPPROCOMA).

INFANTA COOPERATIVE CREDIT UNION, INCORPORATED (ICCUI)

The idea of credit cooperative was introduced in Infanta when the San Dionisio Credit Union of Parañaque was invited and conducted Pre-Membership Education Seminar on cooperative as a solution to the practice of usurious lending or 5 – 6 which make the poor even poorer. A core group was then organized headed by Dr. Abelardo Mercado (President), Dr. Pablo Utulo (Vice President), Mr. Ramon Valt (Treasurer), Ms. Purification Hereto, Ms. Pacita Pestañas, Mr. Generoso Formaran, and Mr. Benjamin Maniebo, members who conducted Barangay meetings, encouraging the people in the community to join the cooperative organization.

On April 21, 1966, fifteen [15] concerned individuals associated themselves together to form the Infanta Cooperative Credit Union, Incorporated, a non-stock cooperative association under the Provision of R.A. No. 2023. The initial capital was P1,116.00 consisting of their fix deposits and membership fees. The following were the first cooperators (arranged as stated in the Original Articles of Incorporation):

On March 7, 1967, the Infanta Cooperative Credit Union, Incorporated (ICCUI) was registered at the Bureau of Cooperative Development under registration No. 001603. Beside the regular loan services, ICCUI, under various leaderships, introduced the following services:

  • Micro-finance: a loan program offered to store owners/vendors, wherein funds came from the Philippine Commercial Industrial Bank (PCIB) interest-free as guaranteed by Bishop Julio Xavier Labayen.
  • Tricycle Loan: under the leadership of Mr. Felimeno Babas.
 

INFANTA CREDIT COOPERATIVE, INCORPORATED (ICCI)

With the growing membership came the growing demand for ICCUI’s programs, services, and operations. An amendment was passed to change the name of the cooperative to Infanta Credit Cooperative, Inc. (ICCI), a community-based credit cooperative. Upon approval of the General Assembly, ICCI was granted confirmation by the BCOD under Reg. No. FF-123RR on June 10, 1975. But with the advent of Cooperative Development Authority (CDA) and the issuance of the Cooperative Code, ICCI was re-confirmed under Reg. No. MLA-C-786 on December 31, 1990.

INFANTA CREDIT AND DEVELOPMENT COOPERATIVE (ICDeC)

On May 14, 2002, with ICCI’s expanded programs and services, the cooperative changed its name and came to be known up to the present as the Infanta Credit and Development Cooperative (ICDeC).

ICDeC is known for its steady growth and performance. Its growth is attributed to the best practices of the coop, professionalization of the management staff, competent leaders, the relevant programs and services it is offering to its members, but above all the trust and support of its members. ICDeC is recognized as the Best Operating Cooperative and Top millionaire coop in the area (REINA and Polillo Group Island municipalities). After fifty-six (56) years, ICDeC has definitely accomplished much and more has still been doing. The CHALLENGE is on, and the challenge is NOW.
